GSA Guidelines for Energy-Efficient Lighting in Federal Buildings

GSA has issued new guidelines for energy-efficient lighting in federal buildings, aimed at enhancing sustainability and reducing costs.

General Services Administration (GSA), which recently collaborated with the Pacific Northwest National Laboratory for its Green Proving Ground (GPG) program, released LED Lighting and Controls Guidance for Federal Buildings [PDF - 7 MB] as a part of its commitment to sustainability. The agency also aimed to help reduce costs for taxpayers. 

Lighting systems significantly affect the energy consumption of buildings. The percentage of electricity used for lighting can range from 10% to 25%, depending on the age of the building and its lighting setup. Switching to LED lighting typically results in a 50% reduction in electricity usage compared to fluorescent lights, and additional energy savings of up to 80% can be achieved with lighting controls. 

Acknowledging the substantial energy usage of lighting systems, Congress enacted the Bulb Replacement Improving Government with High-Efficiency Technology Act, also known as the BRIGHT Act (Pub. L. No. 117-202), in September 2022. This legislation mandates the use of the most cost-effective and energy-efficient lighting solutions in federal buildings and directs the GSA to issue this new guidance on those products' efficiency, effectiveness, and cost-effectiveness. 

This guide also aligns with President Biden’s Executive Order 14057 on Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability and the accompanying Federal Sustainability Plan. The plan aims for the federal government to achieve net-zero operational emissions by 2050. 

The guide covers various topics, including:

  • Design principles for lighting control systems. 
  • Potential for energy savings. 
  • Opportunities for enhanced lighting performance. 

On this subject, Elliot Doomes—Commissioner of the GSA’s Public Buildings Service—stated, “The federal government is committed to transitioning its real-estate portfolio to net-zero by 2045, and GSA’s Green Proving Ground program is helping meet that charge,” He continued, “GPG’s evaluations of emerging technologies mitigate risk for first movers and provide invaluable guidance on the most effective deployment of these innovations.”
